that X11 you get from apple website is for 10.3-10.3.9. so if you want to install it in 10.4 or later, you need to use 10.4 system dvd to install it.
after that, you can install the gimp without any problem.

I still can't open gimp after install the X11. what should I do?
just try to install it, this is the easiest way.
go to here: http://gimp-app.sourceforge.net/ to download this version of gimp. after you download, mount the disk image, copy the gimp into application folder, run it. that's it!
